Luxembourg property transactions involve several layers of costs that go beyond the sale price. Here is what each one means:
Registration tax is charged by the state on the transfer of ownership. The standard rate is 6%, with an additional 1% transcription tax. First-time buyers purchasing a primary residence may qualify for the Bëllegen Akt credit of up to €40,000 per buyer — permanently in place since July 2025.
Notary fees are set by law and calculated as a percentage of the purchase price. They cover the legal preparation and registration of the deed and typically range between 1% and 1.5% of the transaction value.
VAT applies to new properties (VEFA) only. The standard rate is 17%, reduced to 3% for a primary residence on the construction portion still to be completed. The exact amount depends on the land share, construction progress, and how you intend to use the property. Existing properties are VAT-exempt — only registration and transcription duties apply.
